You could just contact support and ask ^^
My gf told me someone got some costumes/mounts that were soulbound moved to another toon as a once-per-year courtesy, i think they were both elin but worth trying.

Decided contacting support and they indeed confirmed we have a 1x per year courtesy to transfer up to 20 items, idk the exact limitations but i moved most of my Draconis ferris fragments to one toon and all my DS1 ultimate skins/smolders from Velika toons i don't play anymore (used to play on CH) to my current toons at Kaiator.

hm. thats interesting, ill send in a ticket about it. thanks.
What the heck. This is the first time I've ever heard of such a thing. And yet there it is right in front of my eyes. Even MOUNTS, which I always thought were absolutely permanent. What.
It was a surprise to me too but i'd say this is great, there's still a limitation on number of items and 1x per year.

I had transferred Draconis Ferris Fragments in 2017 but that's it, and i didn't hear anything about 1x per year courtesy with costumes/mounts etc included so it might be a recent thing?

It's good if you have 2.0/1.5 mounts on a toon you don't play anymore as well and would like to move it to a new main.

I think it is a very good service, and more than acceptable that this is done x1 per year. Limited items to 20? Heck, that's a lot.

You might have bought a lot of costumes, have a brooch or mounts on a character that used to be your main, but now you don't play as much or at all anymore. I am in this situation and to be able to transfer some items from her to my main would be a godsend.
I might just check out if I require this service.~
I really hope they do this for everybody. I have some regrettable soulbinds over the years and I'd die of happiness if I could switch some costumes around.

Where did you hear this.

I just changed races of 4 characters and changed costumes of 2 of them.
This is most worthy news to put on the frontpage than this garbage scroll event.

I can understand why they want to hide this information cause they may get bombarded with these tickets, especially since the stressful and busiest holiday is here.
TERA PC - General Discussion#16 Dokibun11/28/2018, 12:13 PM
I asked them to move my hello kitties over and they did, and I didn't even race change.
TERA PC - General Discussion#17 blimblam11/28/2018, 04:27 PM
I just submitted a ticket and it is for sure once per year.
Am I understanding this right? Once a year you can have a handful of items moved/converted from one character to another?

Because if so, then why not just give us the all-purpose Liberation Scroll or something similar? Or even 2 separate scrolls: one that unbinds an outfit and another that converts it to another race. Save a lot of time on both ends.

I suppose it may be because they don't have or they haven't thought about a way to make the liberated items stay account bound, to prevent you from just liberating something only to set it for sale on the broker. Also, this way the amount of people using this service remains minimal since despite this now showing up more prominently in the forums, still few people may use it, in contrast of having an easier service that would definitely reduce their gambling box sales.

Incidentally, I'm listening to a video by Jim f**king Sterling, son about the FTC looking to start investigating lootboxes as I type this response (that you can watch/listen to here!).

That aside, whatever is done so that certain items can't be sold to merchants or on the brokerage can apply here, methinks. As I said before, I actually don't want to try and resell anything - I just want to give it to another of my characters who can make better use of an item (such as one character I have that has both a diamond dragonlord and a Pteryx).
TERA PC - General Discussion#21 Ayi11/28/2018, 09:16 PM
Wait, how does this 20 item policy work? I can ask to get my mounts/pets/cosmetics off one character and placed on another (up to 20)?

Their focus is on making sure children are protected from it, and with TERA being an M-rated game, it's unlikely to be affected except in abstract. As much as I would like to see some regulation about this, I wouldn't get my hopes up too high yet.
Sent in a ticket, had some items transferred. I don't know if they'll race change an existing costume (like if you wanted a castanic f costume transferred to an elin or something) since all of my transfers were from elins to other elins. This is a GREAT once a year service and I'd like to thank EME for providing it.
TERA PC - General Discussion#24 DXM11/29/2018, 05:29 AM
Thank you for posting about this. Had some costumes/mounts/pets that were better suited on my characters that I play a lot and support transferred the items for me. Very happy these items will get a lot more use than they were previously getting sitting on my infrequently used characters.

only if you are a cute elin :3

The global discussion on loot boxes is mostly targeted at children, which aren't really a majority of people who buy them in regards to PC games. Due to this, unless the US and all of Europe decides on the extreme and classifies it as gambling then there really isn't going to be any positive changes coming to loot boxes for the PC market as a whole. Even if they took it to the extreme, they would just find another dissatisfying way to get money from people anyways; given the subject on loot boxes has never had a focus on providing compromises or alternative methods of profitable monetization that isn't as predatory or dissatisfying.
TERA PC - General Discussion#27 Nopi11/30/2018, 03:52 PM
It was not really my intention other than a side comment about similar monetary interests, to include the whole gambling issue in this thread. So I will not comment on it here any further. My comment was aimed at the apparent fact that EME would prefer for most people to re-buy stuff for their alts. And since usually, what's being transferred through this service comes from their so called "loot boxes", that's where I threw my line of thought towards.

The service indeed is awesome in my opinion. But again, I think both EME and the general public could benefit from a more automated way, and, risking people calling me out on giving EME ideas, a liberation scroll people could buy from the cash shop could be one of those automated solutions. BUT as said before, such a thing would require more limitations to avoid abuse and exploits. Which is why I think the current system is what's in place, and should be for the short term future, or until EME gets tired of it, or another option is brought in.
An update to this, I had a ticket sent in as well. They DO race change old costumes from retired characters. They do not transfer mounts, but they do transfer old items. For example I had my old Exarch Mask transferred to my main. > @Meningitis said:

Like I said, make it so that even tho the item is unbound, you can't resell the now-unbound item, just like how certain items can't be put on the broker. Whoomp, there it is.

My boyfriend was able to get his mount transferred to his main yesterday so apparently they do.

They did transfer a few of mounts for me as well, two of which aren't currently available. I wasn't race changing when I sent in my ticket though, it was elin to elin because I just use some characters more than others.
Weird that they transferred mounts for you, my ticket said they wouldn't..oh well. Don't care enough about it anyway to resend a ticket, I just wanted my old expensive costumes transferred.
